The In-Country Value programme measures how much of your spending stays inside the UAE economy. ADNOC and a growing list of government and semi-government buyers weight tenders by ICV score, so two suppliers quoting the same price do not compete equally — the higher ICV score wins work. How the score is built

Your score comes from audited financial data mapped into the official ICV template: goods manufactured in the UAE, local supplier purchases, investment in fixed assets held in the country, Emiratisation, and expatriate contribution. Because it draws on audited figures, the quality of your financial statements directly limits the score you can achieve.

Timing and validity

The certificate is based on audited financial statements that are generally no more than two years old, and it stays valid for fourteen months from issue. New companies without a full audited year can certify on a different basis — we confirm which route applies to you before starting.
